Nehemiah 5 tells how Nehemiah, like King Benjamin in the Book of Mormon (see Mosiah 2), led his people without taxing them. He also made laws that prevented the Jews from charging unusually high or excessive interest to each other on loans (called “usury”), stopping the practice of Jews enslaving other Jews who were in debt to them.
