Under priesthood leadership, Scouting should complement the efforts of the family, Aaronic Priesthood quorums, and Primary classes in building testimonies, strong character, citizenship, and physical and mental fitness in young men and boys. Scouting functions as part of the Church’s activity program for boys and young men ages 8–13. Scouting activities should be planned to fulfill gospel-centered purposes.
